Malta Passport

Malta’s Granting of Citizenship for Exceptional Services by Direct Investment Regulations (S.L. 188.05), under the Maltese Citizenship Act Cap. 188, LN437 of 2020, allow for the granting of citizenship by a certificate of naturalization to foreign individuals and their families who contribute to the country’s economic development. The program also provides an efficient application process that adheres to the world's strictest due diligence standards and vetting of applicants, which ensure that only highly respectable clients are admitted.

Requirements:

To qualify for citizenship, the main applicant  and their families must meet all of the application conditions:

  • Must be at least 18 years of age
  • Needs valid travel document
  • Must have clean criminal record and pass due diligence and ‘fit and proper’ test, as well as the dependents
  • Dependents must be under the age of 27 years and over the age of 55 years.

Additionally, the following investment requirements and other obligations must be met:

  • Donate €10,000 to a registered non-governmental organisation in Malta
  • Rent (min. €16,000 per year) or purchase (min. value of €700,000) a residential property in Malta for 5 years from the date of the certificate of citizenship
  • Directly invest €600,000 (or €750,000 if the citizenship application is submitted before 36 months) into the economic and social development of the Republic of Malta
  • Direct invest an additional €50,000 per dependant.

INSURANCE  – Provide a Global Health Insurance to cover the entire family/dependents

RESIDENCE – The applicant must have been a legal resident of Malta for one year prior to the certificate of naturalization being issued

OATH – Al applicants aged 18 years and over must visit Malta in person to undertake the Oath of Allegiance

The application process:

Step 1: Apply for residence

  • Applicants are advised to apply for residence as soon as possible to set the clock ticking on the 1-3 year residency requirement. Only the main applicant needs to satisfy the residence criteria.
  • The Applicant (and any dependants wishing to obtain residence) must personally travel to Malta.
  • An e-residence card may be obtained within a few days

Step 2: Formal Application for Citizenship

  • After all prescribed forms have been filled and supporting documents compiled, the Accredited Person is to formally submit the forms and all supporting documentation to Identity Malta

Step 3: Letter of Approval

  • Identity Malta will, within a period of 120 days confirm, whether the application has been approved in principle or declined. In case of approval, the applicant will receive a letter of approval in principle.

Step 4: Applicant fulfils all criteria

  • At this stage the Applicant is now expected to, within 20 days, remit the total of the required contribution (less the non-refundable payments equivalent to €10,000),
  • Evidence of rental or purchase of immovable property, the donation and the direct investment to be submitted within 4 months.

Step 5: Passport Issued

  • The Passports for the main applicant and his family is issued within 1 year of taking up residence in Malta and after taking the oath of allegiance.

Dual Citizenship

There are no restrictions on dual citizenship in Malta. The Maltese Citizenship Act specifically provides that dual citizenship is allowed.
